With the recent tussle between Tamil Nadu CM MK Stalin and Governor RN Ravi, seems to be deepening. Now, the house is debating the issue.
Chief Minister MK Stalin moved a resolution in the state assembly after the governor of Tamil Nadu RN Ravi returned 10 bills passed by the assembly. This resolution passed by Stalin is to take up these 10 bills for reconsideration. Shockingly, as the proceedings in the house began, the Bharatiya Janata Party MLAs staged a walkout.
Of the 10 bills , two Bills were passed by the 15th Assembly during the AIADMK regime and eight by the 16th Assembly. They were immediately sent to the Governor for his assent. Under provision of Article 200 of the Constitution, when the Assembly adopts the same Bill again, the Governor of the state is bound to give assent.
CM MK Stalin has alleged that the Governor was working against the interests of the State and could not stomach the state's all-round development.
Stalin’s statement reads;
“The Governor has kept the Bills for a long time and on November 13, 2023, without giving any reasons returned the Bills, mentioning ‘I withhold Assent’. The Assembly feels that withholding the assent and returning them without giving any reason is not acceptable.”
Few days ago, the Supreme Court of India had said that indefinite holding back of Bills was a matter of serious concern.
Most of these Bills for which the Governor had withheld assent are related to amend the statutes of certain State universities to enable the Chief Minister to take over the role of the Chancellor, by replacing the Governor.
Stalin also said that the governor returned the bills due to his personal whims and fancies. He termed this as undemocratic and anti-people to not give assent. He alleged that non BJP-ruled states were being targeted through the Governors, apparently by the Centre.
